    Spacecraft attitude sensor

    A system for sensing the attitude of a spacecraft includes a pair of optical scanners having a relatively narrow field of view rotating about the spacecraft x-y plane. The spacecraft rotates about its z axis at a relatively high angular velocity while one scanner rotates at low velocity, whereby a panoramic sweep of the entire celestial sphere is derived from the scanner. In the alternative, the scanner rotates at a relatively high angular velocity about the x-y plane while the spacecraft rotates at an extremely low rate or at zero angular velocity relative to its z axis to provide a rotating horizon scan. The positions of the scanners about the x-y plane are read out to assist in a determination of attitude. While the satellite is spinning at a relatively high angular velocity, the angular positions of the bodies detected by the scanners are determined relative to the sun by providing a sun detector having a field of view different from the scanners

    Towards Large-scale Inconsistency Measurement

    We investigate the problem of inconsistency measurement on large knowledge bases by considering stream-based inconsistency measurement, i.e., we investigate inconsistency measures that cannot consider a knowledge base as a whole but process it within a stream. For that, we present, first, a novel inconsistency measure that is apt to be applied to the streaming case and, second, stream-based approximations for the new and some existing inconsistency measures. We conduct an extensive empirical analysis on the behavior of these inconsistency measures on large knowledge bases, in terms of runtime, accuracy, and scalability.     An advanced OBP-based payload operating in an asynchronous network for future data relay satellites utilising CCSDS-standard data structures

    A possible Data Relay Satellite System (DRSS) topology and network architecture is introduced. An asynchronous network concept, whereby each link (Inter-orbit, Inter-satellite, Feeder) is allowed to operate on its own clock, without causing loss of information, in conjunction with packet data structures, such as those specified by the CCSDS for advanced orbiting systems is discussed. A matching OBP payload architecture is described, highlighting the advantages provided by the OBP-based concept and then giving some indications on the OBP mass/power requirements

    Does attending a charter school Reduce the likelihood of being placed into special education? Evidence from Denver, Colorado

    We use administrative data to measure whether attending a charter school in Denver, Colorado, reduces the likelihood that students are newly classified as having a disability in primary grades. We employ an observational approach that takes advantage of Denver’s Common Enrollment System, which allows us to observe each school that the student listed a preference to attend. We find evidence that attending a Denver charter school reduces the likelihood that a student is classified as having a specific learning disability, which is the largest and most subjectively diagnosed disability category.     Are low-performing students more likely to exit charter schools? Evidence from New York City and Denver, Colorado

    A common criticism of charter schools is that they systematically remove or “counsel out” their lowest performing students. However, relatively little is currently known about whether low-performing students are in fact more likely to exit charter schools than surrounding traditional public schools. We use longitudinal student-level data from two large urban school systems that prior research has found to have effective charter school sectors–New York City and Denver, Colorado–to evaluate whether there is a differential relationship between low-performance on standardized test scores and the probability that students exit their schools by sector attended. We find no evidence of a differential relationship between prior performance and the likelihood of exiting a school by sector.     Towards Chemical Constraints on Hot Jupiter Migration

    The origin of hot Jupiters -- gas giant exoplanets orbiting very close to their host stars -- is a long-standing puzzle. Planet formation theories suggest that such planets are unlikely to have formed in-situ but instead may have formed at large orbital separations beyond the snow line and migrated inward to their present orbits. Two competing hypotheses suggest that the planets migrated either through interaction with the protoplanetary disk during their formation, or by disk-free mechanisms such as gravitational interactions with a third body. Observations of eccentricities and spin-orbit misalignments of hot Jupiter systems have been unable to differentiate between the two hypotheses. In the present work, we suggest that chemical depletions in hot Jupiter atmospheres might be able to constrain their migration mechanisms. We find that sub-solar carbon and oxygen abundances in Jovian-mass hot Jupiters around Sun-like stars are hard to explain by disk migration. Instead, such abundances are more readily explained by giant planets forming at large orbital separations, either by core accretion or gravitational instability, and migrating to close-in orbits via disk-free mechanisms involving dynamical encounters. Such planets also contain solar or super-solar C/O ratios. On the contrary, hot Jupiters with super-solar O and C abundances can be explained by a variety of formation-migration pathways which, however, lead to solar or sub-solar C/O ratios. Current estimates of low oxygen abundances in hot Jupiter atmospheres may be indicative of disk-free migration mechanisms.     Design and testing of a contra-rotating tidal current turbine

    A contra-rotating marine current turbine has a number of attractive features: nearzero reactive torque on the support structure, near-zero swirl in the wake, and high relative inter-rotor rotational speeds. Modified blade element modelling theory has been used to design and predict the characteristics of such a turbine, and a model turbine and test rig have been constructed. Tests in a towing tank demonstrated the feasibility of the concept. Power coefficients were high for such a small model and in excellent agreement with predictions, confirming the accuracy of the computational modelling procedures. High-frequency blade loading data were obtained in the course of the experiments. These show the anticipated dynamic components for a contra-rotating machine. Flow visualization of the wake verified the lack of swirl behind the turbine. A larger machine is presently under construction for sea trials
